Full-time Students Admission on a paid basis
Samara State University of Economics welcomes foreign citizens to enroll in educational programs of the university delivered both in Russian and in English.
To enroll in bachelor (undergraduate) level programs all foreign applicants take an entrance examination on following disciplines: mathematics, Russian language, foreign language, social studies, history, computer science and information & communication technologies, physics. The applicants are obliged to pass only three disciplines depending on the chosen program.
Foreign citizens entering of a state-funded basis are accepted to study through admission office of their faculty.
In order to obtain a Bachelor degree foreign applicants must have Complete Secondary Education Certificate/Diploma (school diploma, certificate, diploma).
The following documents are required:
- personal application for admission (application form is provided by the SSEU International Office and is filled in upon arrival);
- CV (form is provided by the SSEU International Office and it is filled in upon international applicant's arrival);
- consent to processing of personal data to processing personal data (consent form is provided by the SSEU International Office and is filled in upon arrival);
- Certificate of Complete Secondary Education with the list of subjects and grades (it is obligatory to submit original documents with notarized translation into Russian. Translation must be signed and stamped by the Russian notary's office or Russian Embassy in the country of degree certificate's issue);
- Certificate of recognition of foreign country's educational or qualification document issued by the Federal Education and Science Supervision Service of the Russian Federation (if required);
- copy of birth certificate with notarized translation into Russian;
- medical certificate of international type or form y-086;
- medical insurance (acquired after signing the contract);
- certificate of the HIV-negative status;
- 6 photos 3x4 cm size;
- national passport, migration card, entry visa;
- TORFL (Test of Russian as a Foreign Language) Certificate (if required).
In order to obtain a Master degree, international applicants must have a bachelor's degree or a specialist diploma, or other document of a foreign state on education and (or) qualifications recognized in the territory of the Russian Federation.
The following documents are required:
- personal application for admission (application form is provided by the office and it is filled in upon international applicant's arrival);
- CV (form is provided by the office and it is filled in upon international applicant's arrival);
- consent to processing of personal data to processing of personal data (consent form is provided by the office and it is filled in upon international applicant's arrival);
- Bachelor's degree or Specialist degree, or equivalent foreign country's educational or qualification document which is valid in the territory of the Russian Federation (it is obligatory to submit original documents with notarized translation into Russian. Translation must be signed and stamped by the Russian notary's office or Russian Embassy in the country of degree certificate's issue);
- Certificate of recognition of foreign country's educational or qualification document issued by the Federal Education and Science Supervision Service of the Russian Federation (if required). Applicants acquired previous education in foreign higher education institution must submit the original degree certificate issued in the foreign country in order to enroll in the Russian educational institution of higher professional education. If the degree certificate is in the original (foreign) language, it must be translated into Russian language and notarized. Certificate of the equivalence issued by Federal Education and Science Supervision Service (Rosobrnadzor) can be also required. Translation of the degree certificate must be signed and stamped by the Russian notary or Russian Embassy in the country of degree certificate's issue;
- copy of birth certificate with notarized translation into Russian;
- medical certificate of international type or form y-086;
- medical insurance (acquired after signing the contract);
- certificate of the HIV-negative status;
- 6 photos 3x4 cm size;
- national passport, migration card, entry visa;
- TORFL (Test of Russian as a Foreign Language) Certificate (if required).
Admission on a state-funded basis
Within the education quotas, established by the Government of the Russian Federation for foreign citizens and stateless persons (in accordance with the government decree № 638 of August 25, 2008 “Cooperation with foreign countries in education”), the following form of admission are financed by the Russian Federal Budget:
a) by the assignment of the Ministry of Education and Science of the Russian Federation, which is issued by the Federal Agency for the Commonwealth of Independent States, Compatriots Living Abroad, and International Humanitarian Cooperation (
Rossotrudnichestvo). In order to learn about quotas for your country please contact the representative office of Rossotrudnichestvo

b) by the direction of the Ministry of Education and Science of the Russian Federation, on the basis of the annual open competition among Russian universities within the pre-emptive right enrollment of the foreign citizens and in accordance with the total quantity of budget places provided by the Ministry of Education and Science of the Russian Federation.

Steps to be done in order to study at SSEU
Step 1: Submission of documents
In order to study at Samara State University of Economics a foreign applicant needs to come to Russia with a tourist visa by the 20-s of June and submit to the of Organizing and Visa Support department the following documents: a letter of request for admission, filled-in application form, consent to processing of personal data, official copy of a document of previous education with the list of subjects and grades translated into Russian:
- for undergraduate program applicants – certificate of complete secondary education
- for graduate program applicants – diploma of previous degree (bachelor or equivalent)*
* Foreign students applying for graduate (master) level programs are obliged to nostrificate previous (bachelor level) diploma.

The decision on recognition and equivalence of educational qualifications is made by the Federal Education and Science Supervision Service (Rosobrnadzor).
Step 2: Entrance examination (in a testing form for foreign applicants)
All applicants are obliged to take an entrance test, which usually takes place by 25th of June. The results of the test are announced within 3 days after the examination. It should be noted that in order to come to Samara and take a test at SSEU, foreign applicants from abroad are needed to apply a tourism visa.
Step 3: Tuition fee and invitation issue
In order to receive the official invitation (this is a key document to apply for Russian student visa) applicants pay tuition fees, which depend on the program of study. After the payment of tuition fees an applicant submit to the Organizing and visa support department following documents and information: a copy of the first page of passport (page with photo), country and city of birth, postal address , date of entering Russia for studying, place of visa application (country, city). The invitation is to be ready in about 20 days after submitting the documents and to be sent to the applicant's residence address via express-post.
Step 4: Application for visa
Upon receiving of the invitation, the applicant applies for a Russian visa.
